Does traditional feedback actually inspire excellence or mediocracy?

I have had some formal feedback conversations which have left me not only lost and confused but withdrawing from the organization. They lost my loyalty, commitment and trust. I delivered what I had to, but the inspiration to go the extra mile disappeared. But isn’t the point of feedback (whether subtle or more obvious) to inspire performance, to create a positive company culture that nurtures creativity, excellence, collaboration and learning? Don’t we want to help staff be the best they can be without fear of blame or getting it wrong? Is the traditional approach to feedback undermining all the other efforts and resources being channelled into the development of people?
